•Special Assessments: Special Assessments may be charged to each homeowner in the event there are unforeseen expenses such as repair of the storm water ponds, increases for grass cutting of common areas, increases of insurance premiums, and snow removal costs that exceed the norm, etc. •Retention Ponds: Storm water ponds and their maintenance are at the responsibility of WHOA and its property owners. Destruction of the grass on the banks and surrounding storm water ponds creates erosion. Grass, trash, and other debris create a buildup of sediment in the ponds. Kent County Conservation will demand that these issues be corrected. Upkeep and maintenance issues for each pond could potentially cost $100,000 and more per pond for our 7 ponds. In order to keep our homeowners’ dues in check, please make sure that you keep your grass clippings out of the road area, keep your trash in proper receptacles, and do not walk or ride in or around the ponds. If you see trash in the ponds, or the ditches leading to the ponds, please pick up any debris. •Fines: Although this Board does not like assessing fines to our homeowners, fines will be assessed when necessary for non-compliance with covenant restrictions.
